Fr. Paulsen is sharing the success of his 20 year experience of rehabilitating criminals in prison. While in prison( a controlled environment) criminals can be successfully guided to begin living a good Christian life. This is the way to prevent crime. Everyone who comes out of prison does not have to be committed to committing more crimes. the only trying to hurt them, punish them, we will only make them more dangerous criminals.
Crime is sin as like St. Jerome explained "sin is like a cuddly little lion cub. Don't cuddle it. Kil it while it is small or it will grow and be too much for you." We effectively change other people by inspiring them, doing better ourselves. Then they will listen to us, and copy us. This is how sin which is the necessary beginning of crime is overcome. Laws and police will always be necessary but can never prevent crime effectively. Many prisoners boast about the crimes they committed before they were arrested.
